Celerity cook Brisket (Jordan Chan) is known for his culinary sleight of hand, but hardly anyone realizes he used to be a young and dangerous slayer who cut human flesh rather than poultry meat. Now a family man who strives to be caring father, he finds his idyllic life turned topsy-turvy when his Triad mentor comes out of nowhere and commands him to run for the “Dragon Head” in the underworld.

Brisket’s only chance to extricate himself from this quagmire is to lose the election to another candidate called Sparrow (Ekin Cheng), who supposedly is the designated heir to the previous kingpin. Ironically enough, Sparrow has found his true calling in academia while serving his term in prison. He has set his mind to getting into the best university in Hong Kong rather than re-donning his Triad cloak.

While these two reluctant candidates are racking their brains to outwit each other so that they can stay out of the race, their inglorious pasts eventually caught up with them as their followers are plunged in to mayhem and bloodshed on pain of death to get their respective leaders onto the throne…

Champion competitive marksman Ken comes across an armoured van robbery. He sees a policeman held hostage and shoots and kills four of the robbers. One of the robbers escapes and the policeman survives.

The case is handled by Jerry Chang, whom Ken knows from having recently beaten him in a shooting match. Ken is found not guilty in court. Soon after, Ken is attacked by the escaped robber Pang Tao. Their confrontation reveals a very different background story and brings about a myriad of lies and traps and changes in relationships as Jerry and Ken try to outsmart each other.

Senior Inspector Don Lee relies heavily on the information provided by stool pigeons in his job.

Barbarian is a painstakingly meticulous armed robber. Don needs an informant to infiltrate his gang. He recruits street-racer Guy. Guy provides information on Barbarian’s next job, but Don is unable to effectively act on them until the final moment. Since Barbarian has not left any evidence, Don is pressured to convince Guy to become a witness for the prosecution.

Don promises to provide Guy with a new identity in another country, but the departure is beset by accidents and Guy only barely makes it to safety.

Haunted by his ruined relationships with his ex-wife and former stool pigeons, Don no longer wants to be part of a world that is one betrayal after another.

Ah Ma wants Phua Chu Kang to pitch for a job renovating the Heaven Can Wait old folks’ home. He doesn’t know why Ah Ma wants him to get this job so badly, but agrees to do it once he finds out that his arch-enemy Frankie Foo is also pitching for the job.
The scheming owner of the old folks’ home, Lim Lau Pek, makes PCK and Frankie compete for the job by making them each renovate one half of the home. The winner will get a lucrative multi-million dollar contract renovating a chain of Heaven Can Wait old folks’ homes that Lim Lau Pek plans to open.
Chu Kang and Frankie naturally try to sabotage each other on the job.
Rosie feels neglected because Chu Kang is now so obsessed with winning the contract. Lim takes this chance to move in on Rosie, who enjoys the attention. Rosie also thinks that by being friendly with Lim, she can help Chu Kang win the contract while making him jealous at the same time.
Meanwhile, Chu Kang notices that Ah Ma is secretly meeting an older male resident named Ah Gong at the home. Chu Kang also becomes suspicious of Rosie spending time with Lim.
Lim impresses Rosie with his wealth. She is surprised that running an old folks’ home can be so lucrative. Lim boasts he makes millions from donations and uncaring children who pay him to look their parents for them. He even produces an annual TV charity show where he asks viewers for donations.
Ah Gong’s friend at the home dies. Ah Gong tells Ah Ma his friend didn’t die of natural causes and Lim is behind it. She doesn’t believe him until another suspicious death occurs.
Chu Kang confronts Ah Ma about Ah Gong and she reveals that Ah Gong is actually Chu Kang’s grandpa.
Chu Kang is shocked that Ah Ma has kept this secret from him all these years, but is excited about getting reacquainted with his newly-found grandpa. So he is surprised and hurt when Ah Gong rebuffs him.
Ah Ma tells Chu Kang about the suspicious deaths and he decides to find out the truth about Lim…

姜文饰演的是一个天不怕地不怕的马匪老大，他的名字很文艺——张牧之。而周润发呢，是一镇恶霸——黄四郎，这两股“恶霸”势力从电影开头便水火不容，分属张牧之手下的喽啰们，最重要的是张默饰演的“小六子”，他也是张牧之的“干儿子”。“黄四郎”周润发旗下的呢，则以陈坤为代表，陈坤影片中的名字叫“胡万”，是个有点“阴阳不辨”的角色。在这两股像海啸般的“气流”中间，挣扎着苟活、且平衡两边势力的是葛优扮演的老汤。老汤原是一镇之长，但是中途却被张牧之所劫，他不得不蒙混身份，低三下四，以图苟活。

“镇长”葛优与“镇长夫人”刘嘉玲在途中被“马匪”姜文所劫，葛优为求活命，不敢透露自己真实身份，镇长夫人也顺势成了“寡妇”。姜文一边觊觎着夫人的美色，一边带着葛优一行人行进到镇上。遭遇此镇恶霸地主周润发。于是，双方开始为了争地盘而发生激烈磨擦……

在影片的最后，风情万种的“镇长夫人”刘嘉玲被发哥乱枪打死，姜文用枪打穿了周润发最爱的“小白脸”陈坤的两只耳朵，最后陈坤死于非命。发哥为陈坤报仇和姜文展开厮杀……
